European Commission publishes proposal for a Council Recommendation on a European Union framework for science diplomacy

On Friday 27 March 2026, the European Commission published the long-awaited proposal for a Council recommendation on a European Union framework for science diplomacy, building on the expert report on a European Framework for Science Diplomacy and the outcomes of the 2nd European Science Diplomacy Conference, to which many members and global networking partners of the EU Science Diplomacy Alliance contributed.

The proposal is currently under negotiation in the Council of the European Union, led by the Cyprus Presidency of the Council of the EU 2026.

It refers to the establishment of the EU Science Diplomacy Alliance in 2021 as a first step towards a coherent Union approach on Science Diplomacy, to the role of the Alliance in the stakeholder consultation process, as well as to our joint policy brief on ‘Strengthening science diplomacy in and for Europe through Horizon Europe’.

The proposal is part of a new set of measures to strengthen how Europe engages internationally through research and innovation, including also the Research Security Monitor and the Global Approach Implementation Report. The initiative aims to reinforce Europe’s global partnerships, while safeguarding its strategic interests, keeping international cooperation open and secure, and enhancing Europe’s attractiveness for talent and innovation worldwide.
